As said: If a bug of a package in Debian is grave (makes the whole
package unusable) and critical elsewhere the bug must be fixed in
stable. Preferrably these bugs should be not in stable upon release.
Minor/normal bugs are not fixed in stable. That is what it means:
"stable" -- the development takes place in unstable or testing.
You may of course compile new versions of libraries/binaries and
install them in /usr/local, but you're on your own then. For TeX Live
you may install more recent LaTeX packages in /usr/local/texmf and
use them instead of the provided packages. This is described ine some
readmes etc.

No, not really. There are a lot of mailing lists outside, which are
made for users. There are news groups, which help you to keep your
system up to date if you have questions. A developer list is
definitely the wrong place to ask!
