That is wrong. If you use ConTeXt the way it should be normally used,
namely in MkII way, i.e., with texexec, it is definitely not unusable.

The README.MarkIV clearly specifies:
	Currently the integration of Mark IV into Debian is not 
	completely done, especially because the details are currently 
	worked out (see the dev-context mailing list).
and by default it uses MarkII. 

Furthermore, the README.MarkIV explains how to set up ConTeXt/MarkIV on
Debian. Please read this file before filing bugs.

ConTeXt/MarkIV is experimental, I could even remove any trace of it, but
considered adding info in the above file for users who want to try it.

Retitling and re-severity-ing this bug, it is everything, but definitely
not serious.
