So the file 10texlive-omega.cnf was on your system, even when
texlive-omega was not installed. This should not hurt, as the
routines to create omega formats, should only run if the files
omega.ini, lambda.ini or aleph.ini do exist.

texlive-base: /usr/share/texmf-texlive/tex/plain/config/omega.ini
hille@kloetzer:~ $ dlocate aleph.ini
texlive-base: /usr/share/texmf-texlive/tex/plain/config/aleph.ini
hille@kloetzer:~ $ dlocate lambda.ini
texlive-omega: /usr/share/texmf-texlive/tex/lambda/config/lambda.ini

IMHO the first two should go into texlive-omega too. Correct me, if
I'm wrong.
