Well, if I can not use package A correctly because package B is missing,
that is what I would see as broken Depend. I know what you mean, but I
disagree that a Suggest or Recommend is suffucient.
It is not time critical of course, so collecting information is good.

Same as with CPAN, I prefer Debian packages over doing it myself.

Not quite, as the large meta-package could use the atomic packages to
satisfy all its Depends. There could even be different use-case oriented
packages that pick subsets.
Your arguments against single packages make this idea moot, though.
