I disagree with the OP. THere is *no*
"all required fonts and language specific features"
What should that mean? Do you want arabic, take texlive-lang-arab?
Do you want chinese, then you need latex-cjk. The authors *have* to
check what they need. And it is really not *soooo* complicated.

Most domcuments are processed with pdftex as basic engine behind (only
plain tex is still normal tex). So running the compiler (latex,
pdflatex, whatever) with
	-recorder
and you get a list of included files. Then a simple
awk/dlocate/sort/uniq incantation should do the trick to find the
necessary packages.

No, I will tag this dont-fix, there is no proper fix.

People can simply as a first shot depend on
	texlive-latex-recommended, texlive-fonts-recommended,
	texlive-lang-whatevertheyneed
and that should suffice for most things. Rest is not our obligation,
there is no *default* for that.

For Frank: I don't consider this a bug. I wouldn't have created a bug
for it, it is just useless disturbance.

Best wishes
