Frank Küster said so in the bug report:

This will be solved by merging xmltex and jadetex into a texlive
package (from collection-htmlxml) which will also provide passivetex.
Maybe a bug needs to be filed so that texlive explicitly provides and
replaces passivetex. Frank, can you confirm?
