Ok, I created a new xmltex package which includes passivetex, and then I
tried to get lap.xml running.

$ xmlto pdf --skip-validation lap.xml
Making portrait pages on letter paper (215.9 mm x 279.4 mm)
This is pdfTeXk, Version 3.141592-1.40.3 (Web2C 7.5.6)
 %&-line parsing enabled.
entering extended mode
(./tmp.fo

No File: tmp.cfg (/usr/share/texmf/tex/xmltex/passivetex/fotex.xmt)
... so passivetex is found!

Do you have an idea what could be the problem?

Best wishes
