Bug#445839: texlive-base: using hyperref adds an unwanted end-of-page at AtEndDocument

We got the following bug report which I can reproduce:

The important point is that it does NOT happen with latex, but only with
pdflatex.
I checked also that the latest version from CTAN exhibits this problem.
I checked a bit in the manual but didn't find any mentioning that there
could be a problem with AtEndDocument.
Can you please comment on this (and please leave the 445839@... address
