The semantics of ~ are that $foo~$anything is always *less* than $foo,
so this is totally expected.  To work around this, either

This is the correct answer.

- wait for tex-common 1.8 (no schedule yet)

- or lower the Build-Dep to (>= 1.7~)

And lowering the build-dep on the package you're trying to compile is the BEST way of working around it.
