That's a result of bug #420390, see also #425781 and the bugs it is
merged with.

To make the postinst scripts work again, we have forcibly resurrected
modes.mf and pdftexconfig.tex.  I wasn't aware that graphics.cfg is
mandatory, too, and there might be others.

I think we should reintroduce graphics.cfg, too, but I'm unsure about
the rest.
