It's in texlive-extra-utils.  But I admit that this sounds like a
suboptimal choice given that the style files are in
tl-latex-recommended.  

What do others think, should we ask upstream to move it to
collection-basebin?  I'm not sure about the dependencies upstream
provides for our texlive-bin.
