No wonder, since this file does not exist in any Debian package. It
seems, however, that it is mentioned in your generated
/var/lib/texmf/tex/generic/config/language.dat, and therefore must be
present in a file in /etc/texmf/language.d that either you have edited,
or that some other package has added.
