What about NOT doing a "preserving delete" for *any* file there, and add
to the NEWS.Debian that "If you have deleted that file, please re-delete
it!".
Or re-instantiate all config files, ie do not delete any but
echo/debconf a warning to re-delete it.
The former would have a trivial and quick implementation.
The later -- especially with debconf -- needs quite some work ...
update-po in rules.in ??? DO we really want to have this ?
