You got bitten by #420390, "Purging tetex transition packages removes
texlive configuration files", and the same problem was also reported
against texlive-base.

This bug is solved now, but for those who already did purge, the only
solution is to reinstall the affected texlive packages with the dpkg
option --force-confmiss.

The packages affected are

texlive-base, 
texlive-base-bin,
texlive-latex-base, 
texlive-latex-extra 
texlive-pictures

These files differ from what we ship, can you please send them to the
bug report?

Jadetex has an additional problem; already reported as a bug.
