Well, stable has 1.9-11.1 which ships etc/texmf/fmt.d/40xmltex.cnf
without magic comment and without list file, so it will be included by
update-fmtutil.
Same testings 1.9-11.2.
I guess we should add code to texlive-base-bin or texlive-common, but
how?
