Ok I tested this:
etch chroot
install texlive
vim /etc/apt/sources.list
add test dir and change to unstable
update texlive (and depending, ie libc, ...)
worked without a problem
xdvi.cfg is present
Tomorrow morning I will test upgrade from tetex.
