Log:
* move mf format generation to texlive-base where the .ini files are
tl-base: create texmf/fmtutil/format.metafont.cnf file and add the
execute statement to texmf-dist/tpm/metafont.tpm (10_fmtutil_fixes)
tl-bin: remove the execute lines from bin-metafont.tpm (13_fmtutil_fixes)
(should be done upstream, too)
