Sorry, no idea for the upgrade loop nor for the double listing of
tl-base-bin 2007-7 (or maybe, there is one listing for authenticated
pkgs and one for those that aren't?... just an idea).

The only thing I can tell you is that a pin value of 100 for
/var/lib/dpkg/status seems to be normal:
