texlive-lang: Misleading version number

* build texlive-lang-arab as replacement for the (orphaned) arabtex,
new orig.tar.gz necessary to include the respective files.
I think we should only use the suffix "dfsg" in cases where we remove
non-free material, not for any repackaged tarball. I assume it was just
an oversight, following old habits of repackaging tarballs - so this is
just a reminder and not a bug report
