There are still a lot of issues in other packages in sid and lenny which
would break many TeX installations in lenny, should texlive 2007 go into
testing. Currently, according to
http://bjorn.haxx.se/debian/testing.pl?package=texlive-base
it waits only for the arm build and glibc.
I'd rather have us, the maintainers, decide when it's time, e.g. by
looking at the first three lists in
http://pkg-tetex.alioth.debian.org/foreign_bugs.html
