The file contains the list of file and some bla bla:

The following files and directories have been installed with older
versions of teTeX and are not longer per default installed by any
TeX package into /etc/texmf. If you did NOT install them you can
remove them without any problems.

list of files ...

If the following directories are empty you can also remove them:
list of dirs ...
