At least for config.ps and pdftexconfig.tex it *is* the explanation, I
have reproduced it: Install tetex-bin in etch, upgrade to sid, verify
the files are still there. Purge tetex-bin, no change; purge
tetex-base, blown away.

If he does it in the UI, yes, it won't help. We could ask the stable
release managers to allow such a change in.
