We also need to consider that some works require that they be
distributed completely, e.g. KOMA-Skript.  I had a very bad feeling
about not following this license requirement to the letter with
tetex-extra/tetex-doc, and I know the upstream author was a bit annoyed,
too.  I don't think we should change this for worse in texlive.
