Yes, this is not a bug. Instead, it's a feature that one is able to
install texlive-pstricks even on a teTeX-based system, AFAIK you'll get
newer pstricks that way.
Be sure that you have this setting in /etc/texmf/texmf.d/05TeXMF.cnf
TEXMFDIST = /usr/share/texmf-{texlive,tetex}
It should be the default, and makes sure that texlive files are found
earlier than teTeX files.
