Yep.  And if David Kastrup succeeds with his "ceterum censeo", even
TeXLive might switch back to dvi.

Anyway, as a workaround it should be possible to use the wrapper script
from tetex (/usr/bin/xdvi) with texlive, just copy it to
/usr/local/bin.  Maybe the name of the real executable needs to be
changed (one of the last lines), I'm not sure at the moment.
