For the parts of our tetex-base/extra/doc packages that are not
present in the upstream sources, but have been added as
Debian-specific code, there is no information about the copyright (i.e
which Debian developer/user contributed which parts?) and license in
debian/copyright. 

This is no good.

We should:

1. Identify all persons that have contributed significant parts of the
   Debian-specific adaptations, put their names in the individual
   files, and create corresponding Copyright entries in
   debian/copyright. 

2. Decide on a license under which we want to put the Debian-specific
   code. I suggest to use the GPL, because it is also the license of
   the teTeX distribution itself.

3. Once we've agreed on the license, everybody who know that he has
   contributed code, or plans to do this in the future, should send a
   signed mail to this bug that he puts his contribution under the
   license.

4. For people that do not react, we will bug them a little, but if
   they turn out to be unreachable (or unwilling), we should take out
   the code and implement it newly.
