You are right.  I was fooled because Thiemo somewhere said that a common
cache would "break" mktexmf, in the sense as it broke in the FTBFS bug
that originally caused this discussion.  If that would be a problem,
per-user directories would help, but since it isn't a problem, we do not
need this "solution" to it.

In fact IMO there is no problem at all, at least not one that is
important enough to care about now.
