Umm, I fear this is not the case. I got the same error when upgrading
today and I don't think I've refused any change for TeX packages.
Besides:

/ # lal /etc/texmf/texmf.d
total 52
drwxr-xr-x 2 root root 4096 2006-10-14 19:30 .
drwxr-xr-x 9 root root 4096 2006-10-26 12:27 ..

-rw-r--r-- 1 root root 1020 2006-10-14 19:30 15Plain.cnf
-rw-r--r-- 1 root root 3347 2006-10-14 19:30 45TeXinputs.cnf
-rw-r--r-- 1 root root 1240 2006-10-14 19:30 55Fonts.cnf
-rw-r--r-- 1 root root 163 2006-10-14 19:30 65BibTeX.cnf
-rw-r--r-- 1 root root 689 2006-10-14 19:30 75DviPS.cnf
-rw-r--r-- 1 root root 2861 2006-10-14 19:30 85Misc.cnf
-rw-r--r-- 1 root root 333 2006-10-14 19:30 90TeXDoc.cnf
-rw-r--r-- 1 root root 6504 2006-10-14 19:30 95NonPath.cnf
/ #

There is no .ucf-dist file here.
