Bugs #352391, #346135 and #352569

Hi all,

The changelog for tex-common 0.16 reads:

  * common.functions.in:

    - remove LaTeX and pdfLaTeX format files before trying to
      recreate all format (closes: #352391) [frank]

i.e. #352391 has been closed. However its brothers are still open:
#352569 and #346135. I guess all three bugs are actually solved. The
same code change was done in tetex-bin.

I suggest now to manually close them and update the changelog
accordingly.
