I don't think so, because the binaries that tex-common provides do not
use libkpathsea - it just includes update-texmf and update-fontlang with
its symlinks (and dh_installtex{,fonts}.  The problem only arises
because the fonts depend only on tex-common and call updmap-sys only
when it is available (i.e. when used together with a TeX system.
