The way how fonts are to be installed for TeX-related programs is
documented in the Debian TeX policy contained in the tex-common package.

I think the main problem is that dvipdfmx understands some special
syntax, which none of the other programs understand:

Since no other program understands this <tfmname>@<sfdname>@, it has to
go to a different map file. Until updmap is able to handle this, some
other way of dealing with this is necessary.
