That looks ok.

tetex-extra would be a nice to have here, since you would get PostScript
Type1 fonts instead of bitmapped Type3 fonts, but that is not the
problem here.
What is the output of
kpsewhich cmr10.tfm
? What output do you get, when you process the following file with 'latex'?
