It seems your kernels aren't using subsecond timestamps, therefore it
"works" everytime the timestamp of stampdir happens to be in the same
second as that of stampdir/patch-stamp (even if stampdir was actually
last updated *after* stampdir/patch-stamp).

It should be reproducible when the system is under heavy load, so that
both timestamps don't fall in the same second.
