I'd say: No.  This script is not installed in the path, and it is just
meant for developer's use, while the main target audience of tex-common
is TeX users.

I think that even Suggests is too much here.  Instead we should mention
this in the documentation.  Hilmar said that he might have time to write
this up during LinuxTag - did you manage to?
