Debian? If this license statement were correct, they would have to be
removed not only from Debian, and not only from teTeX and TeX Live, but
also from CTAN - if distribution is not allowed, it's not allowed.
However, I'm confident this is not intended, and the upstream authors
will be able to clarify this.
