After the UKenglish related lines in
/etc/texmf/languages.d/10tetex.cnf have been uncommented fmtutil-sys as
invoked by dpkg-reconfigure tetex-bin fails with the following message:

Error: `pdfetex -ini -jobname=latex -progname=latex
-translate-file=cp227.tcx *latex.ini' failed
Error: `pdfetex -ini -jobname=pdflatex -progname=pdflatex
-translate-file=cp227.tcx *pdflatex.ini' failed
