Bug#365513: tex-common: please clarify long description for "defoma" debconf item

The tex-common debconf question says:

"The default is not to manage permissions with debconf, but this is
just because this is required for building other Debian packages."

Please clarify.  I am a Debian developer, and I build Debian packages.
Does this mean I should not use defoma to manage TeX fonts?  Or is it
just a particular class of Debian packages that rule out use of
defoma, like packages that include fonts?  Or just those that install
TeX fonts?  

I see the description is already pretty long, but maybe you could add
a pointer to the appropriate discussion in
/usr/share/doc/tex-common/Debian-TeX-Policy.*.
