Well, sounds similar to the texdoctk story. However there we needed
perl-tk, which was rather huge in size and not that common. I'd
suggest to Depend on dialog:
hille@kloetzer:~ $ apt-cache show dialog libncursesw5|grep Install
Installed-Size: 824
Installed-Size: 584
rather small. dialog still depends on debianutils, bus this has
Essential: yes
Priority: required
I suggest to open a bug regarding this.

I don't know what this is, but it seems you've kicked it out in
earlier times foe some reasons: #94457.
