In addition, as Norbert showed, the binaries in texlive aren't linked
against libjpeg. I meanwhile think that libjpeg is indeed unneeded, too.
IIRC JPEG is directly supported by PDF, so pdftex only has to read the
size of the image from the JPEG header and dump the entire image into
the PDF. PNG, on the other hand, has to be transformed in order to be
included in the PDF, which is done with the help of libpng.
