Hi all!

I would have fixed it myself, but couldn't find the location where this
file is installed.

fmt.d/01tetex.cnf misses the magic header, so it breaks switching from
tetex to texlive, since format engines like omega may not be installed
but mentioned in 01tetex.cnf.
