I can build the autogen package on sid without problems.

This looks correct.  Is the file installed at all?

ls /usr/share/texmf-tetex/fonts/tfm/public/cm/cmr10.tfm
dpkg -S /usr/share/texmf-tetex/fonts/tfm/public/cm/cmr10.tfm

Please update tetex-bin to the version in sid and check whether the
