I can't reproduce this on a sarge system with teTeX 3.0 backport using
this example file that also uses ecbx1000.tfm:

\documentclass{article}
\usepackage[T1]{fontenc}
\begin{document}
Test text. \textbf{test}
\end{document}

Since the tfm file exists on your system and is in the right location I
don't think this is a teTeX issue, but more liekly a tex4ht issue. Maybe
it is best to contact the tex4ht maintainer.
BTW, in general it is helpful to include a *minimal* document that
produces the error as well as some information about the system and
installed packages. reportbug(1) is very useful in this respect.
