Uups, I must have missed this report when I came back from vacation on
Monday, sorry.

Both of you, please send us the output of the commands

ls /etc/texmf/fmt.d/40xmltex.cnf*
cat /etc/texmf/fmt.d/40xmltex.cnf
grep xmltex /var/lib/texmf/web2c/fmtutil.cnf

I guess the reason is that you refused to accept a changed version of
40xmltex.cnf, and the old version does no longer work with current
teTeX.  If this is true, it's not in fact a bug.  If it is not true (or
if you think you never modified 40xmltex.cnf, so xmltex had no reason to
ask), we should reassign it to xmltex (and probably raise its severity).
