the commit messages are generated by a script in
<repository>/hooks/
(these are actual directories rather than versioned paths within the
<repository>). You'd need to ask whoever created the repository to
modify the post-commit hook to show diffs as well as the changelog;
the subjects of the mails in pkg-tetex-commits say "commit + diff" so
it's presumably supposed to show the diffs already... perhaps just
bringing this to the attention of whoever's in charge of
svn.debian.org would be enough.
