No, I never touched these files myself.

In both files:

french fr19998t.tex

This file fr19998t.tex used to be in teTeX in woody, but is no longer
there. During the upgrade, it should have been replaced, but I am not
sure about this. I'll investigate the issue. Do you know from which
version you did the upgrade? Have you been tracking testing or
unstable, or did you upgrade to unstable only recently?

This install tracks unstable since 4 or 5 years, getting updates mostly every 1 or 2 weeks - the whole install has been copied from one laptop to the next while changing/upgrading machines.

Looking at /var/cache/apt/archives the former version should have been:

haegar@aurora:/var/cache/apt/archives$ ls -l tetex-bin*
-rw-r--r-- 1 root root 3935412 2005-01-18 21:48 tetex-bin_2.0.2-26_i386.deb
-rw-r--r-- 1 root root 3936806 2005-03-30 12:02 tetex-bin_2.0.2-27_i386.deb
