TEXMFSYSCONFIG is defined as TEXMFMAIN which in turn is defined as
/usr/share/texmf. Now TEXMF makes TEXMFSYSCONFIG appear before
TEXMFLOCAL which makes local tree not that useful, because the main
tree preempt the local tree.
