It seems quite complicated to set this up.  Would it be feasible for you
to check the LaTeX source file of the current babel documentation, and
send the errors to us, or to the babel authors?  At least the untill
error is still in it.

The current version can be fetched from 

http://www.ctan.org/getmirror/?filename=macros/latex/required/babel/babel.dtx&action=/getfile/

(you have to choose a mirror there, click submit, and click once more on
the filename).

According to the new 00readme.txt file, the address is now
babel@braams.cistron.nl.  However, it is recommended to submit such bugs
with the latexbug utility.  I can do this (it doesn't make much sense
that you check the current version, and then use latexbug which will
figure out that you are using an ancient one...)
