  Unfortunately, you have not shown the dpkg command lines you used.
    
  Have you tried the following dpkg commands/sequence of commands
  (untested)?
    
  (1) dpkg --auto-deconfigure -i tetex-bin_3.0-2_<arch>.deb \
        tetex-base_3.0-2_all.deb
    
  or:
    
  (2) dpkg --force-depends -i tetex-bin_3.0-2_<arch>.deb \
        tetex-base_3.0-2_all.deb
    
  How does apt do it?

Sorry for the ambiguity. I alternated between 
dpkg -i tetex-bin tetex-base tetex-extra 
which indicated the presence of a dependency and 
dpkg --purge "the offending package"
At the very end even when only tetex was installed
dpkg balked.
