You are aware that you have the experimental distribution in your
sources.list, and that this tetex version is from experimental?

I am astonished that after installing tetex-extra it still does not
work.  Can you please send us the output of the following commands:

dpkg -l tetex-base tetex-bin tetex-extra
kpsewhich ebcdic.ocp

and after that try again to configure it, using

dpkg --configure -a

(or, if nothing should happen, "dpkg-reconfigure tetex-bin")
