Bug#292752: tetex-base: Ships subdirectories of /usr/local in .deb, against Policy

Hello,
I'm sorry to have to file this bug :-( but I think that shipping
directories under /usr/local in the tetex-base .deb is a Policy violation;
see section 9.1.2, fourth paragraph.
The rationale is that if I try to install the package on a computer where
/usr/local is mounted read-only (e.g. as an NFS share), the installation
will fail. (In my case at least, this is more than just a theoretical
worry.) Hence all creation of /usr/local subdirectories must be done in
postinst scripts, and must not cause the installation to fail if the
directory cannot be created.
